[Cougar] Power outage

Just wondering - 

1- What was determined as the cause of the localized power failure at Cougar
recently?

2- Why did the gate not work (I had to crank it open) and then start working
again?

I just talked with PSE regarding the current power outage.  They are going
to have to pull a new line from somwhere down the hill.  They are estimating
8-12 hrs before power is restored.
