[Cougar] power bump

[Lowell Kiesow]

Cougar Mt is on generator, as of about 1:45 pm, Sunday.  The outage affects
roughly 10,000 customers in the Issaquah area.  West Tiger took a brief hit
at the same time, but the WTM-1 generator is not running.
