[Cougar] damaged phone and fiber optic cables

Has anyone had contact with CenturyLink about the phone cables laying on
the ground?

The phone circuits at Cougar started dying one by one before this, but this
can only make the situation worse. We can't help but drive over them in a
couple of locations.
