[Cougar] Building "A" Open and nobody there.

I went up Cougar to clear alarms today and found the A building  was door propped open, lights on and nobody there.
I had wet foot prints in the building so it had been open a while.  This is not the first time I've seen this.

Apparently Comcast installed a new router in my rack with out notification.
