You DO need a copy of the latest FCC EAS Handbook with all station-specific
information filled in. It's a PDF that can be filled-in digitally, or
printed and hand updated. The WA state plan has been completely re-written
and you no longer need a copy of that in-hand, but know where to find it
online (https://mil.wa.gov/wa-paws).
