[SBE16-Seattle] KUOW EAS alert tones

I was listening to an interesting story on KUOW regarding threats of
nuclear missiles and exploring if the public would be altered.  The story
had a section describing IPAWS and much to my surprise they played what
sounded like a full alert tone sequence in the story!
