I have come to the conclusion that the, post field offices- FCC, is largely a complaint driven outfit....<br>

Likely one/singular complaint is put in the 'Round Tuit' file.....They get a lot of complaints (perhaps with copies to a Congressman or two) and you might get action.<br>
