I seem to remember a story about an EAS EMULATOR deliberately created for program use that DID NOT trigger decoders. Presumably, the tone sequences and time code and frequencies sound similar but not equal to the genuine test signal. This loophole allows the media to broadcast a simulation. True or false? Can’t really say. Maybe just a story.

I was listening to an interesting story on KUOW regarding threats of nuclear missiles and exploring if the public would be altered. The story had a section describing IPAWS and much to my surprise they played what sounded like a full alert tone sequence in the story!
