Hi, Julian -
This is not scientific, but it's a good workaround if you can't come up with
the proper instrumentation:
If the transmitter has a good modulation display, and/or if you have a
competent broadband modulation monitor, set the RDS injection without any
other modulation. Nominal RDS injection is 6% (4.5 kHz). If you set the
injection level to 6% on the monitor with no other modulation, you should be
close to the mark.
You are allowed to increase modulation by half the subcarrier injection, so
you can set the overall modulation to 103%.

I'm looking for a modulation monitor to use in setting up an RDS system.
Does anyone have one which shows subcarrier modulation which I could rent or
borrow?
I haven't been on this list for quite some time. I'm retired now but an old
client asked me to help with this project. Steve Lockwood who I've known
many years suggested I try this listserv.
